ELIAS NEOCLEOUS ist in Limassol (Zypern) geboren.

Er hat Jura an der Oxford Universität abgeschlossen (1991) und wurde als 'Barrister of the Inner Temple' zugelassen.  Er wurde zum zypriotischen Anwaltsverein zugelassen (1993). Seine Haupttätigkeitsgebiete sind Bank- und Wirtschaftsrecht, Gesellschafts- und internationales Handelsrecht, Schutz des geistigen Eigentums, Kartell- und Steuerrecht und Vermögensverwaltung. Er ist Gründungsmitglied der  griechischen Franchisevereinigung, Mitglied des internationalen Anwaltsvereins, des internationalen Steuerplannungsvereins, Ehrenmitglied der Freundeverein der juristischen Wissenschaftlern des Zentrums für internationale Jurastudien und Ehrensekretär der Limassol Industrie- und Handelskammer.
